Yasuto Kawarabayashi currently serves as Vice Commissioner of the Japan Tourism Agency, Ministry of Land, Infrastructure, Transport and Tourism (MLIT).
He entered the Ministry of Transport and was assigned to the Administration Division, Ports and Harbours Bureau, MOT in 1987. He successively assumed the position of Deputy Director of the International Air Transport Division at the Civil Aviation Bureau, former Ministry of Transport (MOT) in 1998.
He then was seconded to Ministry of Foreign Affairs, serving as Counsellor, Permanent Delegation of Japan to the Organisation for Economic Co-operation and Development (OECD) from 2003 to 2006, and continued working with the MLIT as Director of 4 divisions; the Financial Affairs Division, Railway Bureau in 2007, International Exchange Promotion Division, Japan Tourism Agency in 2009, Passenger Transport Division, Road Transport Bureau in 2013, and finally with the Budget and Accounts Division, Minister’s Secretariat in 2015. He has been the Vice Commissioner of the Japan Tourism Agency since 2016.
He holds a B.A. in the Faculty of Law from University of Tokyo, an M.B.A. from Columbia University, USA.
